Job Description Summary

Responsible for overseeing command and control of the Bank's crisis management response to major events including natural disasters, acts of terrorism, human or man-made acts and violent acts on Bank property. Responsible for developing internal policy and managing all activities and personnel located within the Bank's multi-site security operations centers. Acts as the liaison between the various business lines and serves as the primary contact for external vendors.

Essential Job Functions

  • Leads, manages, directs the daily activities and operations of the Bank's 24/7 Security Operation Centers and ensures assigned security controllers and staff properly execute Corporate Security policies, procedures, and directives to ensure protection of the Bank's assets and personnel. Manages primary and redundant operation centers and ensures the continual staffing and uninterrupted security and crisis center response capabilities are available at all times.

  • Manages and monitors all contract security staff and is responsible for overseeing all of their functions to include scheduling, training, payroll, and report reviews. Formulates policy and guidance for evaluation and certification of security staff controllers and implements strict adherence to the on-going standardization and training objectives. Coordinates all placement of contract security staff for the security of all facilities in response to critical incidents or emergency situations.

  • Develops and implements policies and procedures for 24-hour command and control response to crisis situations and/or business interruptions that impact Bank operations such as; declared state and national emergencies, public safety incidents, natural disasters, loss of critical infrastructure, branch and/or administrative site burglaries/robberies

  • Manages the Bank's integrated security alarm, access control and CCTV systems. Acts as the Systems Administrator responsible for ensuring the proper alarm system and associated equipment are continuously functioning through proper testing and programming of each monitored facility and ATM within the Bank's footprint. Responsible for the inventory of equipment and ensures continuous operation of access control, video and alarm systems and associated equipment. Ensures appropriate service requests are immediately submitted during system malfunctions or failures in compliance with the Bank Protection Act.

  • Partners with the Chief Security Officer, Physical Security Manager, Corporate Security Investigations Director, and Business Continuity Manager to ensure proper security protocols, crisis management and incident response procedures are in place for effective resolution to incidents impacting Bank operations. Carries out on-call duties to provide 24-hour command and control response and assistance to mitigate physical security, crisis management and criminal incidents. Manages and directs personnel in the operations centers until critical situational awareness returns to normal day-to-day operations.

  • Manages the Bank's automated emergency notification system. Formulates training and execution of critical procedures and policies to effect immediate distribution of critical situational event information impacting Bank operations and personnel. Manages the immediate activation of the Crisis Management Command and Control Center. Provides timely distribution and dissemination of said critical information to the Executive and Senior Management Committees, and Regional Banking Group in preparation for response to mitigate negative impact to the Bank.

  • Maintains critical Operations Center data services, equipment and facilities and is responsible for accurate and timely reviews to ensure security software, applications and computer equipment are properly maintained. Initiate and produce operation center data requests to ensure minimum technology refresh and upgrades are relevant and current.

  • Performs as records manager for safekeeping and distribution of critical security and crisis incident data. Develops file plan to comply with Bank of the West and Corporate Security Records Retention Plans. Ensures compliance with prescribed protocols for the storage and dissemination of video evidence. Develops and maintains statistical data information related to security incidents and alarm information and uses compiled data to execute corrective actions and/or improvements to current policies and procedures.

Other Job Duties

  • Ability to communicate effectively with law enforcement, local emergency responders, and other agencies during emergency situations.

  • In depth technical knowledge of emergency notification systems, access control systems, alarm and monitoring systems and CCTV systems.

  • Ability to multi-task and work with minimal supervision.

  • Problem solving and resolution of issues in a crisis situation.

  • Performs other duties as assigned.

Qualifications

Required Experience

  • Understands basic management approaches such as work scheduling, prioritizing, coaching and process execution.

  • Typically requires advanced knowledge of job area typically obtained through advanced education combined with experience.

  • Requires 7 years minimum prior relevant experience.

  • Proven supervisory leadership skills

  • Alarm programing and crisis management experience

Education

  • Associate's Degree Criminal Justice or Security Administration
