Job Description Summary

Under minimal supervision, responsible for reviewing and coordinating complex purchase requests, including requests for quotes, bids, proposals and complex buy-direct programs for the bank. May lead or guide the work of lower level employees.

Essential Job Functions

  • Prepares all aspects of procurement solicitations (RFQs) for the bank.

  • Evaluates bids and proposals.

  • Provides administrative oversight during contract negotiations.

  • Provides liaison services between vendor and bank departments.

  • Ensures that purchasing business practices are maintained within bank policies and state and federal laws.

  • Assists manager with complex contracts and proposal negotiations.

  • Manages the bank’s Minority/Women Owned Business Program reporting.

  • Maintains communication with all levels of bank management personnel.

Other Job Duties

  • Represents the bank at trade fairs including those relative to minority and women-owned small businesses.

  • Approves, within assigned limits, invoices for maintenance agreements and equipment for stock.

  • Conducts quarterly vendor satisfaction surveys, formulating results into a user friendly document which allows vendors to address areas that need improvement.

  • Deals with vendors and suppliers to evaluate their products and service capabilities, and to keep informed on developments in office equipment, supplies, etc., paying particular attention to price trends, trade policies and practices. Determines reliability of vendors, supplies and equipment. As required, makes comparative analyses on equipment under consideration and provides information to potential users.

  • Develops and submits to management, suggestions for cost reduction and improvements in operational efficiency.

  • Assists the Purchasing Manager in establishing, maintaining and enforcing purchasing policies and procedures.

  • Provides necessary information and reports to bank’s internal auditors in a timely fashion.

  • Assists in developing and monitoring division and department goals.

  • Performs other duties as assigned.



Required Experience

  • Requires advanced knowledge of job area typically obtained through advanced education combined with experience.

  • May have practical knowledge of project management.

  • Requires 5 years minimum prior relevant experience.


  • Bachelor's Degree accounting, business administration or related area or equivalent combination of education and experience


  • Complete knowledge of purchasing of office supplies and equipment, branded supplies and forms, and vendor service agreements.

  • Knowledge of contract law and contract processing.

  • Ability to negotiate complex contracts.

  • Effective supervisory skills.

  • Effective administrative skills.

  • Ability to communicate effectively.

  • Negotiation skills.

  • PC skills, including knowledge of Excel and database development.

  • Proficient using Internet/Intranet.

  • Strong project management skills.

  • Written and verbal communication skills.
